Paine Field Expected to Reach Passenger Capacity by 2030

Aiming to serve four million passengers per year by 2040, Paine Field Airport is exploring potential near-term growth strategies.

The airport anticipates reaching its current terminal capacity of 2 million annual passengers by approximately 2030 — approximately twice its 2019 total — as stated by Airport Director Joshua Marcy.

Marcy presented the estimates Thursday to the Commercial Aviation Work Group , a state legislative committee tasked with r Exploring and evaluating choices for a new airport in Washington .

The airport’s draft master plan details 30 construction initiatives over the coming two decades with an anticipated expense of $297 million. These projects will collectively contribute approximately 200,000 square feet to the terminal area and increase the overall gate count to 15.

Even though the initiatives will roll out gradually, Marcy stressed the significance of preemptive planning.

"You'll begin noticing the airport making changes to ensure they're prepared when this arrives, so we aren’t caught off guard and can handle it smoothly," he stated.

We're going to allow the demand to guide our actions. I don’t subscribe to the idea that 'if you build it, they will come.' Instead, I think that if they show up, then you should construct it—but only if you are aware of their arrival and have everything ready.

Marcy likewise discussed the possibility of airline passengers choosing alternative airports if the demand at Seattle-Tacoma International exceeds its limits. The facility broke records with 52.6 million passengers in 2024 , with even more projected by the end of 2025, according to the Port of Seattle. The airport plans to add 19 gates and a second terminal by 2032 .

“We’re currently evaluating these aspects at our airport,” Marcy stated. “Our aim is not to fall behind when this demand increases. We have a strategy in place for that situation.”

He mentioned that the following measure to tackle the anticipated demand includes constructing an additional six to eight boarding gates; however, no particular schedule for this has been established yet.
